ELMIRA TOWNSHIP

OTSEGO COUNTY

DECEMBER 8, 2011

 

 

            A regular meeting of the Elmira Township board was held on December 8, 2011 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.

 

            Board members present were Supervisor Diane Franckowiak, Clerk Susan Schaedig, Treasurer Diane Purgiel, Trustee Leonard Skop and Trustee Dale Holzschu.

Others present were Assessor, Debbie Dunham, Duane Hoffman, John Ernst, Paul Hartmann, Randy Stoltz, Kevin Makarewicz, Gloria Torello and John Arevalo.

 

            A recess was called at 6:01 p.m.

 

            Kevin Makarewicz of C2AE called the public hearing to order at 6:02 p.m. for the purpose of receiving public comments regarding the updated recreation plan specific to Elmira Township.

 

            In July, Elmira Township contacted the Otsego County Parks and Recreation Commission inquiring if the Township could specifically be included in the Otsego County Recreation Plan Update.  The Parks and Recreation Commission agreed and C2AE verified the same with the MDNR.  Including Elmira Township in the Otsego County Plan will allow the Township to submit Grant Applications for recreation projects on their own.

 

            The 95% Draft has been available for public review at the Otsego County Library and on the Township Web Site during the period of October 31, 2011 to November 30, 2011. 

 

            Makarewicz called for comments:

Two comments were received via e-mail and were entered into the record.  One of the meeting attendees asked if snowmobile trails have been included in the plan.  C2AE responded that they were.

 

            Makarewicz called for comments two more times and none was received.

 

            Makarewicz reviewed the remaining items to complete the Plan Update:

                        Parks & Recreation Commission Resolution December 12, 2011.

                        County Board of Commissioners Resolution December 13, 2011.

                        Submit the Plan to the MDNR by December 16, 2011.

 

            Diane Purgiel made a motion in the form of a resolution that the Elmira Township Board does approve, agree to the goals and hereby adopt the Otsego County Recreation Plan 2012-2016 as a guideline for improving recreation for the residents of the Elmira Township community.  Seconded by Leonard Skop and carried unanimously.

            The Public Hearing was closed at 6:10 p.m..

 

            Meeting called back to order at 6:10 p.m..

 

ASSESSOR’S REPORT:

            Debbie reported that Ag is at 49.78% with no change, commercial at 52.4% with no sales.  Residential is 51.86% which is about 3.75% - 4% decrease.

 

            These figures are based on appraisal studies since there have been no sales.

 

            There will be four or five changes at the December 13, 2011 Board of Revue.

 

PLANNING COMMISSION REPORT:

            PC chairperson, Duane Hoffman reported that he had met with Warner Township asking for a resolution of support for improvements to the Elmira Township Park.

 

            Duane also explained the Mixed Use Zoning in Elmira Township and invited the board to attend the meeting on January 24, 2012.

            Leonard made a motion to pay the bills.  Seconded by Dale and carried unanimously.

            Diane reported that tax payments can now be made at Citizens Bank at no charge.

 

OLD BUSINESS:

            Family Heating and Cooling has checked the boiler in the township hall and stated that it is operating at 50% efficiency.  They are going to give an estimate for replacement.  Sue will contact another contractor for a bid also.

 

NEW BUSINESS:

            Sue made a motion to appoint Dale Holzschu as a township representative to the Elmira Township Planning Commission for one year.  Seconded by Diane Franckowiak and carried unanimously.

 

            There being no further business to come before the board, Diane P made a motion to adjourn.  Seconded by Leonard and carried unanimously.  Meeting adjourned at 6:45 p.m..
