TOWNSHIP OF ELMIRA
OTSEGO COUNTY
FEBRUARY 9, 2012
A regular meeting of the Elmira Township Board was held on February 9, 2012 at the Elmira Township hall commencing at 6:00 p.m. with Clerk, Susan Schaedig calling the meeting to order with the Pledge of Allegiance.
Board members present were Clerk, Susan Schaedig, Treasurer, Diane Purgiel, Trustees, Leonard Skop and Dale Holzschu. Supervisor, Diane Franckowiak was excused. Others in attendance were Jeff Forman, Tom Deans and Jerry Vinicki.
Sue turned the meeting over to Leonard to moderate the meeting.
Diane P made a motion to accept the January, 2012 minutes as presented. Seconded by Dale and carried.
Jeff Forman of Forman Mechanical went over his proposal of installation of a Prestige Wall Mount Boiler in the township hall.
Tom Deans of the Otsego County Road Commission presented three projects for Elmira Township.
1) West Martin Lake Road, ¼ mile from M32 to the access site and around the bend. Total cost would be $61,000 with a township share of $45,000.
2) Crushing and shaping of Mt Jack Road from M32 to where the last improvement was made. Cost of $325,000.
3) Hallock west on Theisen .2 mile clear and surface Road Comm will complete
as part of maintenance.
The Elmira board will meet with the County Road Commission on March 9, 2012
at 11:00 a.m..
ASSESSOR’S REPORT:
Board of Review dates will be: Organizational meeting on Tuesday, March 6, 2012 at 9:00 a.m., Monday, March 12th 9:00 a.m. to 3:00 p.m., Tuesday, March 13th 3:00 p.m. to 9:00 p.m..
PLANNING COMMISSION REPORT:
Dale reported that the public hearing held on January 24th for comment on the proposed Mixed Use Zoning in Elmira went well. The PC will proceed on this issue.
Dale stated that persons attending the meeting were complaining about the Zaremba property.
The Coan property adjacent to the township park cannot be purchased with the park grant funds.
FIRE AUTHORITY REPORT:
The millage renewal is up this year. The FA passed a motion approving the language for renewal of the one mill for four years , 2012 through 2015 inclusive, for the purpose of providing funds for purchasing equipment, operations and maintenance of fire and rescue services.
RECYCLING COMMITTEE:
Diane F attended the meeting held on Wednesday, February 1, 2012. She reported that a six month trial by Arrow Sanitation to be open on Saturday mornings from 9:00 a.m. to 12:00 noon will begin on April 7, 2012 and run through September 29, 2012. The O.W.L.S. donated funds.
The committee sent a motion to the County Commissioners to place the question of whether or not residents are willing to pay up to $25.00 per year for countywide recycling on the November ballot. The vote will be per municipality, so if Elmira residents said no, than we are opted out.

Diane P reported that she has completed levels 100, 200, 700 & 800 of the Incident Command classes.
She stated that the BS&A web site is being used to check on Tax information and Property and Land. The phone calls have been cut way back .
The classes at the MTA convention were great. The Governor is aware that the personal property can’t just be cut out. There has to be a replacement revenue.
Sue made a motion to pay registration, mileage, wages and motel for Diane F to attend the Treasurer’s Institute on May 2nd through the 4th in Mt Pleasant. Seconded by Dale and carried.
Diane P has submitted an application for the Assessing class and will know the first of March.

Diane P made a motion to pay the bills. Seconded by Dale and carried.
OLD BUSINESS:
The board discussed the two bids for the boiler. Family Plumbing, Heating & Air Conditioning submitted a proposal of $8,900 plus $1,580 for all new pumps and $1,850 for a new hot water maker connected to the boiler for a total of $12,330.00. Forman Mechanical submitted a bid of $14,450.00 which includes everything new except for the heat runs.
Diane P made a motion to accept the bid of $14,450.00 for the new boiler for the township hall from Forman Mechanical. Seconded by Dale and carried unanimously.
NEW BUSINESS:
Diane P made a motion in the form of a resolution to adopt Poverty Exemption Income Guidelines and Asset Test. Seconded by Sue and carried unanimously.

Dale made a motion to purchase changing tables for the township hall restrooms. Seconded by Diane P and carried unanimously.
Sue made a motion to appoint Heidi Mead, Doreen Ostrander, Peggy Hall and Janelle Crawford as election inspectors for the February 28, 2012 Presidential Primary.
Sue will also work on the election board. Seconded by Leonard and carried unanimously.
Sue made a motion to amend General Fund Assessor $2,500 to come from the Fund Balance. Seconded by Diane P and carried unanimously.
There being no further business to come before the board, Sue made a motion to adjourn. Seconded by Diane P and carried unanimously. Meeting adjourned at 7:50 p.m..
