ELMIRA TOWNSHIP

MARCH 8, 2012
A regular meeting of the Elmira Township Board was held on March 8, 2012 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
All board members were present. Ordinance Officer, Ron Geiger was also present.
Diane P. made a motion to accept the minutes as presented. Seconded by Dale and carried.
ORDINANCE OFFICER REPORT:
Ron stated that there have been no new complaints. The trailer house on Stoneycroft has not been cleaned up since the people backed out on the purchase.
PLANNING COMMISSION REPORT:
Dale reported that the PC board members are willing to donate their time in the assembly and installation of some of the proposed site amenities for the Park
Enhancement project. John Ernst offered to donate a portion of his professional engineering services.
Leonard made a motion in the form of a resolution that Elmira Township supports the Natural Resource Trust Fund Grant application for the Elmira Community Park Enhancement Project to improve local and regional recreational opportunities and to this end Elmira Township Board commits to a cash match of 25% of the total project cost and additionally commits to an additional 10% in-kind match(comprised of the assembly and installation of some of the proposed site amenities, as well as a portion of the professional engineering services) as detailed in the budget.

OLD BUSINESS:
The board discussed purchasing the Coan property.
The lights continue to be a problem in the hall so Diane F asked for suggestions on hiring an electrition. Diane F will contact Mark Puroll.
The Board discussed requesting from Otsego County Road Commission a Quit Claim Deed for Lot 77 which is in front of Elmira Community Park and the abandonment of that portion of Jordan St which adjoins the park. A letter for each request will be sent to the OCRC.
The board reviewed a proposal from the OCRC for work to be done on West Martin Lake Road for an estimated cost of $61,540.00 with a township contribution of $46,155.00.
NEW BUSINESS:
The meeting was recessed at 7:00 p.m. for a budget hearing. It was reconvened at 7:25 p.m..
Diane P made a motion accept the budget for 2012-2013. Seconded by Dale and carried unanimously.
Diane P made a motion in the form of a resolution to adopt a 3% increase for the Supervisor’s Salary( 8,444.00). Seconded by Dale and carried unanimously.

Diane F made a motion in the form of a resolution to adopt a 3% increase for the Clerk’s Salary(11,519.00). Seconded by Leonard and carried unanimously.

Sue made a motion in the form of a resolution to adopt a 3% increase for the Treasurer’s Salary(11,519.00) Seconded by Diane F and carried unanimously.

Sue made a motion in the form of a resolution to adopt a 3% increase for the Treasurer’s collection of Summer School Taxes(5683.00). This additional salary only to be in effect as long as the treasurer collects taxes twice a year. Seconded by Diane F and carried unanimously. Diane P made a motion in the form of a resolution to adopt a 3% increase for the Trustee’s Salary(l,546.00). Seconded by Sue and carried unanimously.

Sue made a motion to amend the General Fund Assessor 526.20 to come from the Fund Balance. Seconded by Dale and carried unanimously.

Sue made a motion to amend the General Fund Cemetery 1,151.88 to come from the Fund Balance. Seconded by Diane F and carried unanimously.

There being no further business to come before the board Sue made a motion to adjourn. Seconded by Leonard and carried. Meeting adjourned at 7:35 p.m..
