June Minutes

 

ELMIRA TOWNSHIP

OTSEGO COUNTY

JUNE 14, 2012

 

 

            A regular meeting of the Elmira Township Board was held on June 14, 2012 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.

 

            Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig and Trustees, Leonard Skop and Dale Holzschu.  Diane Purgiel was excused.  Others attending were Holly Franckowiak, Dave Johanningsmeier and Ordinance Officer, Ron Geiger.

 

            Dale made a motion to approve the minutes as presented.  Seconded by Leonard and carried unanimously.

 

ASSESSOR’S REPORT:

            All reports have been filed with the state. 

 

            The filing date for the PREs in the spring was moved from May 1st to June 1st and the added date of November 1 allows anyone purchasing a home that will be their principle residence between June 2 and November 1 to file an affidavit with the assessor and receive the exemption on the winter tax bill.  Gaylord Community Schools collects half, 9 mills in the summer and the other half of 9 mills in the winter which works with the new law.

 

            Diane F has been archiving some of the old record cards and will store them for a while.  The next project will be to finish putting the pictures of the properties on the computer and then the sketches of the buildings.

 

            Lansing is still trying to eliminate personal property tax.  The changes won’t be until next year.

 

            Sales are still slow, buth there seems to be more “good” sales and fewer repossessions.

 

PLANNING COMMISSION REPORT:

            Dale reported that the PC is checking into doing another survey in conjunction with Nemcog.

 

FIRE AUTHORITY REPORT:

            Diane F stated that she had nothing to report on the Authority but the firefighters will be holding an open house on September 8th from 4:00 p.m. to 8:00 p.m. and will be selling hot dogs & chili.

            Leonard made a motion to pay the bills.  Seconded by Dale and carried unanimously.

OLD BUSINESS:

            Diane F stated that she sent a letter to Mr. Coan offering $5,500.00 for his property adjacent to the park.  He didn’t accept but mentioned $3000.00 plus his name in the park.

 

            The board directed Diane F to contact Mr. Coan and offer him $3000.00 plus placing a bench with his name on it in the park.

 

            Diane F stated that the Elmira Moms purchased a movable, commercial grade play equipment for toddlers in the park with the understanding that there may be a possibility it may have to be removed in the future.

 

ORDINANCE OFFICER REPORT:

            Ron reported that there was a written complaint about a trailer on Stoneycroft which has not been inhabited for some time.

 

NEW BUSINESS:

            Diane F made a motion to change issuing a Cemetery Deed to issuing a Cemetery Lot Certificate for Hallock Cemetery burial spaces.  Seconded by Leonard and carried unanimously.

 

            Sue stated that she plans on adding Jan Hoffman, Michelle Geiger and Sally Holly as election inspectors for Elmira Township.  All inspectors are required to attend training which will be in July.

 

            Leonard made a motion to have Crossroads send out the township newsletter.  Seconded by Dale and carried unanimously,.

 

            Diane F stated that the state requires a switch for the boiler to be at the doorway and Jeff Forman will install it.

 

            Rocky will build a cover for the generator.

 

            There being no further business to come before the board Leonard made a motion to adjourn.  Seconded by Sue and carried.  Meeting adjourned at 6:45 p.m..
