TOWNSHIP OF ELMIRA

NOVEMBER 8, 2012
A regular meeting of the Elmira Township Board was held on November 8, 2012 at the Elmira Township hall commencing at 6:00p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Dale Holzschu and Leonard Skop. Dave Johanningsmeier was also present.
Diane P made a motion to accept the minutes as presented. Seconded by Dale and carried.
PLANNING COMMISSION REPORT:
Dale stated that there will be a PC meeting November 19, 2012. The PC did not meet in October. Mary Campbell of M.C. Planning & Design will discussing the updating of the Master Plan and a property owners survey.
Dale made a motion to engage the Services of M.C. Planning & Design. This Agreement, entitled Professional Planning Services will assist with the Elmira Township Master Plan Update and survey. The cost not to exceed amount of $7,985.00 for the scope of work described in the proposal memo. Seconded by Leonard and carried.
Leonard made a motion to reappoint Paul Hartmann to the Otsego County Planning Commission. Seconded by Diane P and carried.
FIRE AUTHORITY REPORT:
Diane F reported that the Fire Authority feels confident with the budget for 2013. They have 41,713.00 in Savings, 91,340.00 in Money Market and 10,231.00 in the checking. Emily Dobzrlewski will continue to do the books.
The board discussed the passing of the recycling proposal in Otsego County. The Committee will meet on November 13, 2012. Diane F will attend.

TREASURER’S REPORT:
Diane P reported that the Gen Fund checking at 1st Federal will be used to pay bills. The checking account at Independent Bank will be closed after all checks have been cleared.

Attorney, Bryan Graham reported to Diane P that he felt that VPS will provide quality services to the township in regard to taxpayers paying their taxes by credit card.
OLD BUSINESS:
Sue reported that 960 voters turned out for the 11-06-2012 election.
NEW BUSINESS:
Diane F reported that Hayes will be hosting the Township Association meeting on November 20, 2012. Elmira will host the meeting on January 15, 2013.
Sue made a motion to pay the $150.00 fee for Renewal of Assessment Administration Certification for Diane F. Seconded by Diane P and carried.
Sue made a motion to amend the Parks & Recreation Budget $2,500 to come from the Fund Balance. Seconded by Diane P and carried.
Sue made a motion to amend the Elections Budget 1317.24 to come from the Fund Balance. Seconded by Diane P and carried.
There being no further business to come before the board, Leonard made a motion to adjourn. Seconded by Dale and carried. Meeting adjourned at 6:55p.m..
