TOWNSHIP OF ELMIRA
OTSEGO COUNTY
FEBRUARY 14, 2013
A regular meeting of the Elmira Township Board was held on February 14, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members in attendance were Supervisor, Diane Franckowiak, Clerk Susan Schaedig, Treasurer, Diane Purgiel, Trustees Dale Holzschu and Leonard Skop. Others attending were Dave Johannigsmeier, Casimer Marker and Assessor, Deb Dunham.
Dale made a motion to accept the minutes as presented. Seconded by Leonard and carried.
PUBLIC COMMENT:
Casimer Marker asked the board if they would consider having a street light placed at Flott Rd and M32. He offered to donate $150.00.
Diane F made a motion to obtain pricing and install a street light at M32 & Flott Road. Seconded by Diane P and carried unanimously.
ASSESSOR’S REPORT:
Deb reported that the roll has been turned into Equalization.
Beginning in 2014 personal property will be phased out over a 3 year period. There are still no concrete plans submitted by the State.
The 2013 Board of Revue will convene on March 5th at 9:00 a.m. for an organizational meeting, March 11th for the afternoon-evening session(3:00 p.m.-9:00 p.m.) and March 12th for the morning-afternoon session(9:00 a.m. to 3:00 p.m..
PLANNING COMMISSION REPORT:
Dale stated that the survey has been mailed.
Sue made a motion to contract with Mary Campbell to submit an application for the Natural Resource Trust Fund Grant for the Elmira Community Park Enhancement Project. Seconded by Leonard and carried unanimously.
RECYCLE COMMITTEE REPORT:
Diane F reported that there will be a meeting on February 21st at 5:00 p.m. at the Old County Commissioners room to discuss the drop off sites.

TREASURER’S REPORT:
Diane P reported that taxpayers are taking advantage of paying with their credit cards and using Citizens Bank to pay their taxes.

OLD BUSINESS:
Diane P made a motion to accept Straits Area Narcotics Enforcement Services Agreement(SANE) for the term beginning April 1, 2013 to and including March 31, 2014. This agreement shall be for an initial term of one year but it shall be deemed to have been renewed annually for an additional period of one year beyond its expiration date, up to a maximum of two years, unless either the township or SANE shall have given written notice to the contrary 90 days prior to the expiration date of the agreement.
The Township agrees to pay SANE an annual fee of $1,000.00 payable by May 1st of each year the contract is in effect.
Seconded by Leonard and carried unanimously.
NEW BUSINESS:
Diane F made a motion in the form of a resolution to adopt Poverty Exemption Income Guidelines and Asset Test and a resolution for Criteria for Poverty Exemptions. Seconded by Leonard and carried unanimously.

The board discussed and decided to replace the three paper towel dispensers in the hall with the Scott Slimroll*Hard Roll Hand Towel System at a cost of 12.38 each and 58.99 each for 6 rolls of hand towels.
The 2013-20l4 budget was discussed.
Leonard made a motion to pay the registration fee, mileage, per diem and motel for Diane P to attend the MMTA Advanced Institute in Mount Pleasant on May 15-17, 2013. Seconded by Dale and carried.
Leonard made a motion to pay mileage and per diem for Diane P to attend an MMTA training in April, 2013 in Mt Pleasant. Seconded by Dale and carried.
There being no further business to come before the board Sue made a motion to adjourn. Seconded by Dale and carried. Meeting adjourned at 7:50 p.m..
