ELMIRA TOWNSHIP

COUNTY OF OTSEGO

MARCH 14, 2013


 

            A regular meeting of the Elmira Township Board was held on March 14, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.

 

            Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees Leonard Skop and Dale Holzschu.

Others in attendance were Duane Hoffman, Ron Geiger, Roberta Tholl, Otsego County Road Commissioner and resident, Dave Johanningsmeir.

 

            A recess was called at 6:01 p.m.

 

            Duane Hoffman of the Elmira Planning Commission called the public hearing to order at 6:02 p.m. for the purpose of receiving public comments on the Elmira Community Park Enhancement Plan.

 

            Duane explained to those in attendance that the Township is working on revamping the current play structure and bringing it up to safety standards and building a structure to house the old school bell at the park site.  In addition, the Township is applying to the Michigan Natural Resources Trust Fund for a grant to assist in adding new play structures, a paved track, pavilion, picnic tables etc. to meet the recreation needs of the Township and surrounding area.

 

            Those in attendance expressed very favorable opinions.

 

            Susan Schaedig made a motion in the form of a resolution that Elmira Township supports the Natural Resource Trust Fund Grant application for the Elmira Community Park Enhancement Project to improve local and regional recreational opportunities and to this end Elmira Township Board commits to a cash match of twenty five (25) percent of the total project cost and additionally commits to an additional ten (10) percent in-kind match(comprised of the assembly and installation of some of the proposed site amenities, as well as a portion of the professional engineering services) as detailed in the budget.

Seconded by Diane Franckowiak and carried unanimously.

ABSENT: None

            The Public Hearing was closed at 6:20 p.m.

 

            The Meeting was brought back to order at 6:21 p.m.

 

            Diane P made a motion to accept the minutes as corrected.  Seconded by Dale and carried.

 

ASSESSOR’S REPORT:

            Diane F reported that the BOR had 18 visits and is now officially closed.

 

            Elmira Township’s SEV is 71,500,526

 

PLANNING COMMISSION:

            Duane reported that as of their last meeting 123 surveys had been received.  They will review the final results at their next meeting.

 

RECYCLING:

            Diane F reported that there will be a County Wide Hazmat pickup on June 15, 2013.  Hayes Township will be the site for the recycling on the west side of town and start up time may be May 1st.

            Leonard made a motion to pay the bills.  Seconded by Dale and carried.

 

TREASURER’S REPORT:

            Diane P stated that the tax roll is balanced, $10,000.00 taxes were charged to credit cards and a  CD is coming due in April.  The township and fire department will be losing very little personal property revenue when the reduction takes place in 2014.

ORDINANCE OFFICER REPORT:

            Ron stated that he is still waiting on the Delaney response.

 

OLD BUSINESS:

            The cost of the Flott Road installation of a suspended security light will be $1,240.81.  The Metro Act Funds will be used.

 

NEW BUSINESS:

            The meeting was recessed at 6:30 p.m. for a budget hearing for 2013-2014 and reconvened at 7:20 p.m..

 

            Dale made a motion to adopt the budget for 2013-2014.  Seconded by Diane P and carried unanimously.

 

            Leonard made a motion to increase the hourly wage to $15.00 for the Deputy Treasurer.  Seconded by Dale and carried unanimously.

 

            Leonard made a motion in the form of a resolution to adopt a $1,200.00 increase for the Clerk’s Salary(12,719.00).  Seconded by Dale and carried unanimously.

RESOLUTION ADOPTED

 

            The board discussed increasing the treasurer’s salary $1,200.  Diane P declined the increase stating that she is receiving an additional $5,683.00 for summer tax collection and a salary of 11,519.00.  If tax collections would revert back to one collection she would accept an increase, keeping the clerk’s and treasurer’s salary the same.

 

            Leonard made a motion in the form of a resolution to adopt a $1,200.00 increase for the Treasurer’s Salary(12,719.00).  Seconded by Dale and carried.

RESOLUTION ADOPTED

 

            Leonard made a motion in the form of a resolution to adopt a $1,200.00 increase for the Supervisor’s Salary(9,644.00).  Seconded by Dale and carried unanimously.

AYES:  Diane F, Sue, Diane P, Leonard, Dale     NAYES:  None        ABSENT:  None

 

            Diane P brought up for discussion the per diem pay since a lot of meetings are only an hour or a little more.

 

            Diane F made a motion pay per diem as follows:  Two(2) hours or less   $30.00

More than Two(2) hours but less that Four(4) $60.00  Over Four(4) hours  $120.00.  Seconded by Leonard and carried unanimously.

 

            Dale made a motion to install a suspended security light at Camp Ten and M 32 at an installation cost of $1,725.94 with the funds being used from the METRO Fund.  Seconded by Diane P and carried unanimously.

 

            Diane P made a motion in the form of a resolution to collect the Gaylord Community Schools summer property taxes at $2.50 per parcel in 2013.  Seconded by Sue and carried unanimously.

AYES:  Diane F, Sue, Diane P, Leonard, Dale     NAYES:  None     ABSENT:   None

 

            Sue made a motion to amend the General Fund Street Lights  $217.04 to come from the Fund Balance.  Seconded by Diane P and carried unanimously.

 

            Sue made a motion to amend the General Fund Supervisor 180.52 to come from the Fund Balance.  Seconded by Diane P and carried unanimously.         

 

PUBLIC COMMENT:

            Roberta Tholl of the OCRC gave an update on the projects they have planned for 2013.  The Road Commission meetings will be held on the second and fourth Wednesdays at 1:00 p.m. beginning on April 10, 2013.

 

            There being no further business to come before the board Sue made a motion to adjourn.  Seconded by Diane P and carried.  Meeting adjourned at 7:45 p.m..
