TOWNSHIP OF ELMIRA
COUNTY OF OTSEGO
MAY 9, 2013
A regular meeting of the Elmira Township board was held on May 9, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees , Leonard Skop and Dale Holzschu.
Others in attendance were Tom Deans of the Otsego County Road Commission, Larry Fox and Amanda Pointer of C2EA and township residents Dave Johannigsmeir and Fred Gorny.
Leonard made a motion to accept the minutes as presented. Seconded by Dale and carried unanimously.
Tom Deans(OCRC) stated that he had obtained two bids for professional engineering services for Mt Jack Road. Wade Trim was $4000 higher than C2AE.
Larry Fox(C2AE) presented the proposal for survey and design phase engineering services for the Mt Jack Road Project. C2AE will produce a set of full size construction plans and specifications to be completed to allow for the obligation of Federal Surface Transportation Funds by September 13, 2013.
Diane P made a motion to enter into an agreement with the OCRC to pay half of the estimated cost of $27,500 for Design Engineering on Mt Jack Road with C2AE. Township contribution will be $13,750. Seconded by Leonard and carried unanimously.
Tom stated that OCRC will pay for the soil borings that will be taken around May 15, 2013.
C2AE proposes to follow the Local Agency Programs FY 2013 Project Planning Guide for a November 1, 2013 letting. This schedule, which requires G.I. Submittal by June 21, 2013, will allow for the completion of Final Plans on or before September 15, 2013, as requested by MDOT to insure obligation by the end of the fiscal year. The project construction will likely be in 2014.
PUBLIC COMMENT:
Dave Johannigsmeir stated that he objected to the township spending any money on roads and would rather see his taxes reduced.
PLANNING COMMISSION REPORT:
Dale stated that the PC reviewed the township survey.
Sue made a motion to reappoint Gloria Torello and Jim Theisen to the Elmira Township Planning Commission. Seconded by Dale and carried unanimously.
RECYCLING COMMITTEE:
Diane F reported that the bins will be placed at their locations and should be up and running within two weeks.
Leonard made a motion to pay the bills. Seconded by Dale and carried.

Leonard made a motion to pay the bills. Seconded by Dale and carried.
TREASURER’S REPORT:
Diane P reported that a new law has been passed that requires a message be added to the tax bills starting in June informing the taxpayer that he is delinquent if it applies.
Diane P presented to the board the list of foreclosed properties in Elmira Township in accordance with Public Act 123 of 1999. The board reviewed the properties and declined the second right of refusal to acquire tax foreclosed parcels. At this time Elmira Township waives the right to refusal of all parcels in this township that were foreclosed upon in March of 2013 for tax year 2010.

NEW BUSINESS:
Diane F offered a Resolution of Support for the Immediate Need to Increase Michigan’s Investment in Road Infrastructure.
Therefore Be It Resolved that Elmira Township encourages the Michigan Legislature to move swiftly to enact legislation that will increase our current road user fees—fuel taxes and vehicle registration fees—and that these funds should be distributed according to the current funding formula outlined in Public Act 51 of 1951. Elmira Township opposes any effort to transition the responsibility of funding for county roads to local governments; essentially shifting this burden to townships and property owners.
BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to Governor Rick Snyder, Senator John Moolenaar and Representative Greg MacMaster.
Seconded by Sue and carried unanimously.
