TOWNSHIP OF ELMIRA

COUNTY OF OTSEGO

JUNE 13, 2013

 

 

            A regular meeting of the Elmira Township Board was held on June 13, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.

 

            Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig and Trustees, Dale Holzschu and Leonard Skop.  Treasurer, Diane Purgiel was excused.  Others attending were Ordinance Officer, Ron Geiger and resident, Dave Johanningsmeier.

 

            Leonard made a motion to accept the minutes as corrected.  Seconded by Dale and carried unanimously.

 

CORRESPONDENCES:

            Diane P shared a letter from Synagro regarding land application of wastewater biosolids on the Jeff Purgiel property located at 1404 N Townline Rd in Elmira Township.  It states that Gaylord WWTP-Synagro has applied to the Michigan Department of Environmental Quality for approval to apply treated wastewater biosolids to the land.

 

ORDINANCE OFFICER REPORT:

            Ron reported that if Mr. Delaney has not taken any action on his trailer home located on Stoneycroft by June 30, 2013 he will issue a citation.

 

            Ron has not received any other complaints.

 

PLANNING COMMISSION REPORT:

            Dale had nothing to report.  The board inquired about the progress on the play structure.  It is a liability and therefore the township needs to have it brought up to the safety code as soon as possible.

 

            Dale stated that the PC was still waiting for some proposals.

 

RECYCLING COMMITTEE REPORT:

            Diane F reported that all the bins are in place at all locations.  There will be a Hazardous Waste Collection on June 15, 2013 at the Otsego County Road Commission.

 

            Sue reported that Elmira’s date for the Annual Cleanup Day will be held on September 21, 2013 from 7:00 a.m. to 11:00 a.m. at American Waste.

            Leonard made a motion to pay the bills.  Seconded by Dale and carried unanimously.

OLD BUSINESS:

            Diane F reported that C2AE  has submitted the Program Application for the Mt Jack Road project on time and are currently proceeding based on meeting the Novermber 13 bid letting schedule to insure obligation of funds during the 2013 fiscal year, in the event leftover funds become available to the Otsego County Road Commission. 

 

            C2AE produced a set of full size construction plans and specifications for an MDOT letting.  These plans and specifications were completed to allow for the obligation of Federal Surface Transportation Funds by September 13, 2013.

 

            The OCRC returned a signed agreement for the design engineering for Mt Jack Road project.(Alba Road to Skop Road and M-32 south to the 2008 Safety Project).

Township contribution will be $13,750.  The OCRC split the costs in half(27,500).

 

NEW BUSINESS:

            Sue made a motion to allow any board member to attend the Cemetery Management on July 16, 2013 and Accounting & Payroll on July 17, 2013 at Treetops Resort in Gaylord.  Elmira Township to pay the registration fees and per diem.  Seconded by Diane F and carried unanimously.

 

            Sue read a letter from MTA which is again encouraging every township board to reaffirm the Principles of Governance.  The Elmira Township Board adopted them at the September 10, 2009 meeting.

 

            Leonard stated that he felt that when we take the Oath of Office we vow to adhere to the Principles.  Since Diane P was not at the meeting the subject will be brought up again when all board members are present.

 

            There being no further business to come before the board Dale made a motion to adjourn.  Seconded by Leonard and carried unanimously.  Meeting adjourned at 7:00 p.m..
