ELMIRA TOWNSHIP

OTSEGO COUNTY

MAY 8, 2014

 

 

            A regular meeting of the Elmira Township board was held on May 8, 2014 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.

 

            Members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Leonard Skop and Dale Holzschu.

 

            Township resident, Dave Johannigsmeir was also present.

 

            Dale made a motion to accept the minutes as presented.  Seconded by Diane P and carried.

 

PUBLIC COMMENT:

            No response.

 

ORDINANCE OFFICER REPORT:

            The Delaney property has been cleaned up and the roll off needs to be picked up.

 

PLANNING COMMISSION REPORT:

            Dale stated that the roll off to be used at the Township Park will cost $300.00.

 

            The work at the park will begin on Saturday, May 10, 2014.

 

            Dale made a motion to reappoint Jay Maufort to the Elmira Township Planning Commission.  Seconded by Leonard and carried.

Leonard made a motion to pay the bills.  Seconded by Dale and carried.

 

TREASURER’S REPORT:

\           Diane reported that she continues to work with First Merit to remove the service charges and once that is done she will seek another bank for the tax accounts.

 

            Leonard made a motion to waive Elmira Township’s second right of refusal to acquire tax foreclosed parcels 97 & 98, Village of Elmira T31N R4W which were foreclosed upon in March of 2014 for tax year 2011.  Seconded by Dale and carried unanimously.

 

            Taxes for parcels 97 & 98 are 669.77.  They do not adjoin any township property in the Village of Elmira.

 

            The State Tax Commission approved the new Audit of Minimum Assessing Requirements(AMAR) on May 13, 2013.  Elmira has been selected to be reviewed as part of the 2013/14 audit program.

OLD BUSINESS:

            Duane H informed the board that he met with John Ernst & Tony Esson at the bell site.  They are convinced that the dome roof and support are original except for repair patches.  We could build a replica or with more time & CARE preserve the original.

 

            Their recommendation is to hire a professional in restoration.  The bell will be left at its current location at this time and the board will discuss the project at a later time.

 

            Diane P made a motion to contract with Skop’s Asphalt Maintenance to fill the cracks, sealing and striping of the Township hall parking lot.  The price is $2,150.00.  Seconded by Sue and carried.

 

 

            Mark Rygwelski will do the spring clean up and the lawn mowing at the same price as last year.

 

            Diane P made a motion to contract with Mark Rygwelski to remove two dead trees plus trim lower limbs as needed on the remaining trees in the Hallock Cemetery      for a bid of $775.00.  Seconded by Leonard and carried.

 

NEW BUSINESS:

            The MTA regional meeting will be held on May 28, 20l4 at Treetops Resort in Gaylord.

 

            There being no further business to come before the board Leonard made a motion to adjourn.  Seconded by Dale and carried.  Meeting adjourned at 6:45 p.m..
