ELMIRA TOWNSHIP OTSEGO COUNTY ELMIRA, MICHIGAN AUGUST 11, 2011 A regular meeting of the Elmira Township board was held on August 11, 2011 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance. Board members present were Suvervisor, Diane Franckowiak, Clerk, Sue Schaedig and Trustees, Leonard Skop and Dale Holzschu. Treasurer, Diane Purgiel was excused. Dave Johanningsmeier was also present. Leonard made a motion to accept the minutes as presented. Seconded by Dale and carried. ASSESSOR REPORT: Diane F reported that most of the corrections were Homestead. ORDINANCE OFFICER; No new complaints. PLANNING COMMISSION: PC meeting not held in July. No quorum. Seconded by Leonard and carried. TREASURER’S REPORT: CD’s 107,398.04 95,000.00 63,379.36 64,425.27 81,769.35 60,355.31 General Fund 25,398.87 TOTAL 497,726.20 Tax Accounts 2786 1,002.98 2787 45,329.25 Total 46,332.23 OLD BUSINESS: Diane F reported that she received one letter in support of recycling. The board would like to see the recycling initiative on the ballot and John Burt informed Diane F that probably will be the case since all the other townships feel the same. The Elmira Clean Up Day will be held on September 24, 2011 from 7:00 a.m. to 11:00 a.m. at the Arrow Sanitation facility in Gaylord. Cards will be sent to households. Dale made a motion to have Crossroads Industries print and mail postcards for the Clean Up day on September 24, 2011. Seconded by Leonard and carried. Sue made a motion to have the park sign made with alumalite/vinyl letters 3’ by 4’ one sided and installed for $330.00. Seconded by Leonard and carried. NEW BUSINESS: Diane F made a motion to pay the registration, mileage, wages and motel for Diane P to attend the Township Treasurer’s Retreat on 9-28-2011. Seconded by Sue and carried. Diane F stated that Jack Sevenski owns a lot with a well and septic in Jordans Addition and it is zoned B2. He would like to sell it to someone who would like to place a single wide trailer on the lot. The Village of Elmira is zoned B2 and if the Mixed Use Zoning goes through it would be all right. The Mixed Use Zoning has been held up due to Charlton Township’s review. The Elmira Planning Commission will have to initiate proceedings upon a request from Mr. Sevenski to Otsego County for R-1 zoning. Sue will speak with Duane Hoffman who will contact Charlton Township in order to speed up the process of the Mixed Use Zoning. Jodi Rider requested a light at the corner of Stonycroft and Hallenius Rd since it is a bus stop. The board discussed the issue and felt that it would not serve enough residents to warrant placement of a street light. Diane F will attend a workshop in regard to making township budgets more transparent to the public. At this time Elmira Township will not be required to do so. This mandate would affect Statutory Revenue Sharing which Elmira does not receive, only Constitutional. There being no further business to come before the board, Dale made a motion to adjourn. Seconded by Leonard and carried. Meeting adjourned at 6:55 p.m.. Susan Schaedig, Clerk
