ELMIRA TOWNSHIP
COUNTY OF OTSEGO
JULY 9, 2015
A regular meeting of the Elmira Township board was held on July 9, 2015 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel, Trustees, Dale Holzschu and Leonard Skop.
Others attending were Rocky Wright, Ordinance Officer, Ron Geiger, Brad Shearer, Todd Colberg and John Berscheit of Reith-Riley and Steve Rawlings of DTE Energy.
Diane P. made a motion to accept the minutes as presented. Seconded by Leonard and carried unanimously.
ASSESSOR’S REPORT:
Debbie stated that she is doing field inspections usually on Tuesday and Thursday evenings between 5 and 8 p.m..
There have been eighteen permits issued so far this year but probably will not look at them until later, giving them time to be completed. She is looking at sales to ensure the information is correct for the ECF study.
She hopes to get the sketches transferred from the paper cards to the computer this year.
The July Board of Revue will be held on Tuesday, July 21, 2015 to correct any errors on the tax roll. There is also a veterans exemption that was not submitted before the March meeting.
PLANNING COMMISSION:
Leonard reported that the PC reviewed the Reith-Riley Application for Special Use Permit and the PC suggested that the Elmira Township board approve a recommendation to the Otsego County Planning Commission to renew the permit for sand and gravel extraction and production.
Diane P made a motion to recommend approval by the Otsego County Planning Commission for an Application For Special Use Permit(PSUP15-002) by Reith-Riley Construction Co., Inc. located at 3006 Martindale Road; Gaylord, Michigan. Seconded by Dale and carried unanimously.
Leonard stated that the PC members did not have Reith-Riley’s request prior to the PC meeting.
The clerk contacted Christine Boyak-Wohlfeil and requested that future requests be sent to her home address and copies will be made and sent to PC members and Township board members. The clerk will also request the 40 day extension.
The township board received Jay Maufort’s resignation from the Planning Commission.
The board also received several e-mails in regard to trash pick up along the highway. This issue will be addressed.
OLD BUSINESS:
Steve Rawlings of DTE Gas Company advised the board that DTE would not accept the township’s revised Gas Franchise Ordinance rewritten by township attorney, Bryan Graham.
Leonard made a motion to rescind his motion made on June 11, 2015 to adopt the DTE Gas Franchise Ordinance. Seconded by Diane P and carried unanimously.
The ordinance was never published.
Steve will provide the board with copies of revisions and suggestions to our attorney’s suggested ordinance.
The issue will be discussed at a later meeting.
Rocky Wright appeared before the board and gave an update on the bell tower. He has it torn apart and showed the board some rubber roof tiles. It may not be completed before next spring.
Diane P made a motion to adopt Resolution No. 3 of 2015, Resolution Establishing Policy For Freedom of Information Act Requests. Seconded by Dale and carried.

ORDINANCE OFFICER REPORT:
Ron reported that the Jaroneski property is close to compliance. He has two more vehicles left and was hoping to get him to close the back of his truck.
Jamie Schaeffer on Trunk Lane got in touch with the renter. There are two vehicles left and he may apply for lost titles. If he can’t salvage anything from the trailer Jamie will tear it down by this fall.
