September, 2011 Minutes

ELMIRA TOWNSHIP OTSEGO COUNTY ELMIRA, MICHIGAN SEPTEMBER 8, 2011 A regular meeting of the Elmira Township board was held on September 8, 2011 at the Elmira Township hall commencing at 6:10 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance. All board members were present. Others attending were Assessor, Debbie Dunham, Ordinance Officer, Ron Geiger and Sheriff deputies, Matt Melindor and Josh Tubbs. Dale made a motion to accept the minutes as presented. Seconded by Leonard and carried. ASSESSOR’S REPORT: Debbie reported that there have been sales at the Country Club which is encouraging. She has been taking care of PREs. Lansing is still discussing Personal Property. The township would probably lose about 20,000.00 and the Fire Department would lose the extra voted 9,000.00. ORDINANCE OFFICER REPORT: Ron stated that he has had no new complaints. PLANNING COMMISSION REPORT: Sue reported that Duane will contact Joe Ferrigan of Otsego County and propose that the county move on the Mixed Use Zoning draft ordinance. Duane stated that he had spoken to the land owner in the Village of Elmira about changing the current B2 zoning to residential. With the Multi Use Zoning ordinance there would be no need to rezone. The PC suggests the land owner submit a rezoning application but also advise him that it would probably take about the same time to pass the Multi Use Zoning ordinance. The PC discussed to solicit bids for the development of the plan for the Elmira park. To be considered for a Land Trust grant, Elmira Township must retain a professional landscape architect or engineer to : 1) plan the park, 2) make the grant application which must include plans signed by a professional engineer, 3) administer the grant to completion. The township must also retain a consultant. The PC will send the criteria to solicit bids from Mary Campbell and John Ernst. FIRE AUTHORITY REPORT: Diane F reported that the fire department has sold the old truck and it will be going to Georgia to be on display. Alice Traylor has resigned from the Fire Authority. Seconded by Leonard and carried . TREASURER’S REPORT: Diane P reported that the taxes have been coming in slowly. She will hold office hours on September 14th from 9:00 a.m. to 5:00 p.m.. Diane P is checking around on interest rates for CDs. She will put the money into the savings at this time. CD’s 107,398.04 95,000.00 65,444..47 64,425.27 60,391.28 Savings 81,932.83 Gen Fund 32,547.13 Total 507,139.02 OLD BUSINESS: Diane F reported on the Munetrix meeting she attended. The purpose of it is for transparency. The public would be able to see our financials on line. At this time Elmira Township is not required to comply since it is for statutory revenue. Diane F stated that the recycling committee has received the message that the townships want the issue placed on the ballot to let the voters decide if they would like to pay for recycling. NEW BUSINESS: The board discussed updating the township website. Diane P will contact Josh Kent. Sue reported that the township has an electronic poll book through a state grant. There being no further business to come before the board, Sue made a motion to adjourn. Seconded by Leonard and carried unanimously. Meeting adjourned at 6:50 pm. Susan Schaedig, Clerk
