ELMIRA TOWNSHIP
OTSEGO COUNTY
NOVEMBER 10, 2011
A regular meeting of the Elmira Township board was held on November 10, 2011 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
All board members were present.
Dale made a motion to accept the minutes as presented. Seconded by Leonard and carried unanimously.
ASSESSOR’S REPORT:
The preliminary Equalization numbers are out, and it appears we will see a slight decrease in values again this year. The encouraging part is the last half of the study time frame indicated some increases in value.
The State has decided the Inflation Rate Multiplier is 2.7% which means the taxable values will be multiplied by 1.027, if the value is less than the assessed value then that will be the taxable.
The December Board of Revue will be held on Tuesday, December 13, 2011 at 9:00 a.m. at the Elmira Township hall.
PLANNING COMMISSION REPORT:
The PC will invite the public to attend their regular meeting on January 24, 2012 for information and comment on the Mixed Use Zoning in Elmira Township. Letters to land owners in the Mixed Use area and within 300 feet of the area will be sent from the County informing them of the proposed changes in zoning, along with a map of the area and notification of the meeting in January. The letter will be copied to utilities, railroads and airports.
REACREATION PLAN UPDATE
Short range goals for the Elmira Township PC for the next two years are:
a. Acquire Coan property for the enlargement of existing Township Park
b. Design and develop improvements within the Elmira Township Park including improved accessibility, parking, develop additional features
and create vegetative management plan
A public meeting notice will be placed in the Gaylord Herald Times and posted at the township hall for a public hearing held by the township board for the Otsego County Recreation Plan on December 8, 2011.
FIRE AUTHORITY REPORT:
Diane F reported that revenue is down $4,000 because of taxable values. The fire millage will come up for renewal in 2012.

Diane P will work on a newsletter. The board agreed to pay her $10.00/hr.
Diane P will be transferring the tax accounts from Northwestern Bank to Citizens Bank since they will allow a taxpayer to pay their tax bills at no charge at their bank.
