MAY 10, 2012


            A regular meeting of the Elmira Township Board was held on May 10, 2012 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.


            All board members were present.  Others in attendance were Jeff Purgiel, Commissioner Bruce Brown and Ordinance Officer, Ron Geiger.


            Minutes of the previous meeting were approved as presented.  Moved by Leonard and seconded by Dale.



            Diane F received a letter from the Michigan College of Law asking if the poverty hardship exemptions policy is making it difficult for taxpayers to apply.  Diane F sent a reply that the applications are easy to fill out and has not been any problems.



            Ron reported that he had a complaint in regard to the condition of the inside of a home.  He referred the complaintant to the Health Department. 


            There have not been any new complaints to report.



            Diane F reported that the Recycling Committee has decided to ask for ¼ of a mill in November for recycling in Otsego County

            Diane P made a motion to pay the bills.  Seconded by Dale and carried.



            Diane P stated that she has closed out the two Northwestern Accounts.  We have the two tax accounts at Citizens and are receiving interest.

            The board discussed the Coan property adjacent to the township park.  The taxable value is $5,244.00 and the taxes were $104.00.  Diane F will send a letter offering $5,500.00.


            Diane P made a motion to increase Elmira Township’s participation with the Otsego County Economic Alliance by $300.00 which will make the total at $750.00 per year.  Seconded by Sue and carried unanimously.  The reason for the additional revenue from the townships was due to their budget is up and the revenues are down.


            The furnace is completely installed and working.


            Sue reported that the cost of upgrading the lights will be $2,300 which includes labor.  The township is working with Fred Burns who is licensed and insured.



            Diane F received a letter from Catholic Human Services asking for the support of Elmira Township in the form of a Proclamation for May 2012 as Social Host Liability Awareness Month.


            Diane Purgiel made a motion in the form of a resolution that Elmira Township does hereby proclaim that May 2012 is Social Host Liability Awareness Month.  We also call upon all citizens, homeowners and property owners to host gatherings responsibly and take measures to eliminate access of alcohol to persons under the age of 21.  Seconded by Leonard and carried unanimously.

            Diane P informed the board that the County has two properties in the Village of Elmira that are being foreclosed on.  Lot 1, which is the old Polus potato storage, taxes are 767.00 and Lots 1-7 which are adjacent to the township hall property, taxes are 1,206.24.  The board discussed the properties.


            Leonard made a motion in accordance with Act 123, P.A. 1999 the township has the “second right of refusal” to acquire tax foreclosed parcels.  At this time we are waiving our right to refusal of all parcels in this township that were foreclosed upon in March of 2012 for tax year 2009.  Seconded by Dale and carried unanimously.


            Diane F reported that the monthly cost of the porta-john for the park remains at 85.00 per month.


            Sue made a motion to collect summer Gaylord Community School property taxes for $2.50 per parcel for 2012.  Seconded by Diane P and carried unanimously.


            There being no further business to come before the board Leonard made a motion to adjourn.  Seconded by Dale and carried unanimously.  Meeting adjourned at 6:55 p.m..
