A regular meeting of the Elmira Township Board was held on August 16, 2012 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.


Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Dale Holzschu and Leonard Skop.  Others attending were Deputy Clerk, Doreen Ostrander and Assessor, Debbie Dunham.


Dale made a motion to accept the minutes as presented.



Debbie stated that she has attended several tribunals over the past month.



Dale reported that the PC reviewed the draft of the Livingston Township Master Plan and a copy of the proposed 2012 Antrim County Master Plan.  Both were in order and the PC had no objections.


            The PC reviewed a Hold Harmless Agreement, a Volunteer Release Form and a Cemetery Volunteer Release Form submitted by Sue Schaedig. 


            Duane and Anthony Esson met with eight members of the Puroll family and discussed the changes needed to bring the play structure up to code and placement of the school bell.  The family will get back with Duane with suggestions.



Diane F reported that the fire mileage had passed.  The firemen will be holding an open house on September 8, 2012 from 4:00 p.m. to 8:00 p.m..  Leanne Figiel Marsh obtained several donations and will be raffled off.

            Leonard made a motion to pay the bills, seconded by Diane P and carried unanimously.



Diane P stated that several taxpayers are using their credit card to pay their taxes and others are taking advantage of paying their taxes at Citizens Bank.

            The board reviewed and approved a card for mailing that Diane P revised for the township clean-up day that will be held on September 22, 2012 from 7:00 to 11:00 a.m. at the Arrow Sanitation Transfer Station.  All loose items must be bagged, bundled, and tied or residents will be turned away. 



            The board discussed the renewal of the assessor’s contract with Debbie Dunham(D & D Assessing).  She stated that she is asking for the same amount(20,400)

as the last contract two years ago with no changes.


            Diane P made a motion to accept the assessing/agreement contract with Debbie Dunham(D & D Assessing Service) for a fee of $20,400.00 from August 31, 2012 until August 31, 1014.  Seconded by Dale and carried unanimously.


            The board stated that Doreen Ostrander, Heidi Mead and all the election inspectors did a super job for the August 7th Primary Election.


            Sue will e-mail the Volunteer Release Forms and Hold Harmless Agreement to Attorney, Bryan Graham so that he can change the wording if needed and make sure everything will be covered when using volunteers for any work done for the township.


Diane F stated that she has been cleaning up the graffiti in the park.


Sue made a motion to pay for registration and wages for Diane P to attend the Fall Conference for the Michigan Municipal Treasurer’s Association on October 7th through October 10th, 2012 in Boyne Falls, Michigan.  Seconded by Leonard and carried unanimously.


There being no further business to come before the board, Sue made a motion to adjourn.  Seconded by Leonard and carried unanimously.  Meeting adjourned at 6:45 p.m.
