TOWNSHIP OF ELMIRA
COUNTY OF OTSEGO
APRIL 11, 2013
A regular meeting of the Elmira Township board was held on April 11, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members in attendance were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Dale Holzschu and Leonard Skop. Others in attendance were Tom Deans of the Otsego County Road Commission and resident Casimer Marker.
Diane P made a motion to accept the March 2013 minutes as presented. Seconded by Leonard and carried unanimously.
PUBLIC COMMENT:
Casimer Marker thanked the board for having an overhead light installed at Flott Road and M-32. He offered $150.00 but the board declined.
Tom Deans, Engineer-Manager of the Otsego County Road Commission presented to the board various Mt Jack Upgrade Options. The board directed Tom to pursue adding both ends of Mt Jack Road(Alba Road to Skop Rd, 5,280 ft) and(from Safety Project to M-32, 4,700 ft) to the MDOT STIP list next January and pursue monies leftover from the task force. A twenty(20%) local match will be required.
The board chose the crush and shape project with minimum of 3 inches of HMA paved/aggregate shoulders.
Tom stated that he will contact two companies for bids on the engineering and OCRC will pay for the work.
PLANNING COMMISSION REPORT:
Dale stated that the PC reviewed the Township Survey. Mary will provide a complete report to township board members.
RECYCLE COMMITTEE REPORT:
Diane F reported that no meeting was held but there will be a Hazardous cleanup at the Road Commission on June 15, 2013. Hayes Township hall will be the site for the recycling bins for Hayes & Elmira. The site will be prepped when the snow melts and possibly may be ready in the middle of May.

TREASURERS REPORT:
Diane P reported that she closed a CD at M Bank and put it into the savings at M Bank.

OLD BUSINESS:
Diane P reported that Elmira Township would be losing 674.62 and the Fire Department would lose 576.05 on the new personal property tax revenues.
Diane P stated that she would like to have the motion to increase her wage rescinded, but when the clerk checked into the procedure, she found out that once a wage increase is approved, it cannot be rescinded.
Sue reported that the Flott Rd & M32 overhead light has been installed. The overhead at Camp Ten & M 32 will be installed in the next few days.
NEW BUSINESS:
Diane F stated the only change that will be made to the hall rental will be that the hall will only be rented out to 6:00 p.m..
Sue stated that she contacted Mark Rygwelski of Complete Lawn Care. He stated that he will be keeping his prices the same as in 2012. $65.00 per mowing for the hall, playground and cemetery. The pump house and corner lot at $20.00 per mowing.
Spring clean-up at the hall will be to repair damaged areas from plowing. $90.00
Playground cleanup dead end road pick up limbs and leaves, rake flower bed and play area. Repair plow damaged areas. $325.00
Cemetery remove pine needles, limbs and leaves $25.00 man hr not to exceed $950.00
The board is happy with Marks work and will retain his services for 2013.
Sue made a motion to enter into agreement with Otsego County Economic Alliance, Inc. for the term beginning April 1, 2013 to and including March 31, 2014 to perform economic development services that will result in a benefit to the citizens and businesses served by the Township.
The Township agrees to pay OCEA the sum of $750 for the first year and subsequent annual payments will be the same or as mutually agreed to.
This agreement shall be deemed to have been renewed for a period of one year beyond its expiration date unless either the township or OCEA shall have given written notice to the contrary 90 days prior to the expiration date of the agreement. No reasons required.
Seconded by Diane F and carried.
Diane P made a motion to pay registration and wages for any board member that would like to attend the MTA On The Road in Gaylord on June 7, 2013. Seconded by Sue and carried.
There being no further business to come before the board Sue made a motion to adjourn. Seconded by Diane P and carried. Meeting adjourned at 7:06 p.m..
