ELMIRA TOWNSHIP

JULY 11, 2013
A regular meeting of the township board was held on July 11, 2013 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Supervisor, Diane Franckowiak, Treasurer, Diane Purgiel and Trustees, Leonard Skop and Dale Holzschu. Clerk, Sue Schaedig was excused. Others present were Amanda and Larry of CA2E, Tom Deans, OCRC, Commissioner, Bruce Brown, Ron Sneller and Joe and of Wolverine Power Cooperative, Ordinance Officer, Ron Geiger, Vern Snyder and Dave Johanningsmeir.
Leonard made a motion to accept the June, 2013 minutes as presented. Seconded by Dale and carried.
PUBLIC COMMENT:
Vern Schneider asked the board if Theisen Road could be upgraded to a tar & chip road or possibly placing a No Thru Truck sign on the road.
Diane P made a motion to petition the Road Commission to post a No Thru Trucks sign on Theisen Road from Hallock Road west to Camp 10 Road. Seconded by Dale and carried.
Bruce Brown gave an update on the Homeless Shelter issue and stated that the County Commissioners are going to reconsider placing the millage request on the ballot for the Friendship Shelter. The meeting will be held on July 23rd at 9:30 a.m. for public comment.
NEW BUSINESS:
Ron Sneller of Wolverine Power Supply Cooperative, Inc. stated that he is requesting the renewal of the pre-existing 30 year franchise granted by Elmira Township to Wolverine’s predecessor, Northern Michigan Electric Cooperative, Inc. dated April 8, 1982.
Ron presented a Revocable Electric Service Franchise Ordinance. Diane P made a motion to grant to Wolverine, its successors and assigns, a franchise giving Wolverine the right, power, and authority for a period of thirty(30) years to use and occupy the highways, streets, alleys, and other public places in Elmira Township to set poles, string wires, and to operate and maintain the same, and the right to transact a wholesale electric business, subject to such reasonable regulations as the Board may prescribe for the transmission of electricity.
The grant of the franchise shall be revocable by the Township Board as provided by law.
Seconded by Leonard. Motion carried. Ordinance 1-2013 passed.

ABSENT: Susan Schaedig
Dale made a motion to contribute $100.00 to the Historical Society. Seconded by Leonard and carried.
ORDINANCE OFFICER REPORT:
Ron reported that he had not received a response from Mr. Delaney so he will proceed with issuing a citation. Ron has spoken to the township attorney and will get all the information together before proceeding further after issuance of the citation.
PLANNING COMMISSION REPORT:
Dale stated that Mary Campbell provided updates to Chapter 8 of the draft master plan. The draft master plan will be ready for a public forum on July 22, 2013 for public input. Mary will include the Survey results in the draft and final Master Plan document.
Duane received a response from Toni Esson on the Park Play structure. Toni and John Ernst will meet in the next few weeks and will then provide information to Duane.
ASSESSOR’S REPORT:
Debbie stated that she and Diane F will be going out and doing some inspections. They are hoping to upgrade the pictures for residential class this year and transfer the sketches to the computer.
She is not anticipating increases on property values and therefore hopes to see them stay stable.
The State Tax Commission has not issued a directive on how the new law concerning personal property is going to be implemented.

Diane P reported that she has received several tax payments and she will do the flyers for the Clean-Up Day scheduled for September 21, 2013.

OLD BUSINESS:
Tom Deans, OCRC and Larry, C2AE gave an update on the Mt. Jack Road project. MDOT will inspect the grade sometime during the week of July 15th.
Tom inquired about putting in curbing on the south end of the project. The board will discuss it at a later date. He also asked if the board would consider changing the profile just south of Skop Road which would be an additional cost of $7000.00 to $10,000 for the township.
Leonard made a motion to change the profile of the hill south of Skop Road for an additional cost of approximately $10,000.00 and $2,400.00 for further engineering. Seconded by Dale and carried.
There being no further business to come before the board Leonard made a motion to adjourn. Seconded by Diane P and carried. Meeting adjourned at 7:06 p.m..
