ELMIRA TOWNSHIP
OTSEGO COUNTY
APRIL 10, 2014
A regular meeting of the Elmira Township board was held on April 10, 2014 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustee, Dale Holzschu. Trustee, Leonard Skop was absent.
Others in attendance were County Commissioner, Bruce Brown, Elmira Planning Commission member Duane Hoffman and resident, Dave Johannigsmeir.
Dale made a motion to accept the minutes as presented. Seconded by Diane P and carried.
PUBLIC COMMENT:
Dave J. stated he found two websites for Elmira Township.
The township no longer adds anything to the Library website. Diane P will contact the library.
Bruce B gave an update on the County meeting. There will be three millage issues on the August, 2014 ballot; Library, Recycle, Commission on Aging
He also stated that there has been a loss on land values county wide.
PLANNING COMMISSION:
Duane responded to the proposed changes on ‘Service Roads’ for County Zoning.
Sue made a motion to submit the following comments to Otsego County Land Use Services:
Regarding proposed changes on Service Roads definitions for County Zoning:
The change is a three word phrase in two sentences, one in section 2.2 and the other in section 20.2.6. The phrase,”or through Street”, needs to be added to so that the description of what a service road is and what a service road does are parallel word constructions and therefore clarifies the intentions of the definition, without a change to the original intent that was previously approved.
Seconded by Diane P and carried.
Duane submitted a sketch by Tony Esson in regard to the Elmira school bell. He stated that the drawing was made from an old picture of the school that sat where the current park is located. He said the materials used would be maintenance free and asked for a 10 x 12 plaque giving history of the site & bell.
Diane P made a motion to purchase the materials for the construction of housing the school bell, the fencing around it and a 10 x 12 plaque. Seconded by Sue and carried.
Duane stated that two work bees have been scheduled; Sat, May 10th and Sat, May 17th for the construction of the play structure, removal of 12” of sand and the placing of 190 cubic yards of wood chips at Elmira Township Park.
Diane P made a motion to close the Elmira Township Park from May 8, 2014 through May 31, 2014 or as posted. Seconded by Dale and carried.
A snow fence will be placed around the perimeter of the construction.
Duane intends to submit a material list to Home Depot and Lowes. Home Depot offered a 5% discount on materials and 4 to 6 associates to assist with the labor. They also stated that they would match Lowe’s material cost if they were higher.
Betty Moore also works with Home Depot and offers pizza and soda to the crew.
Lowes offered a 20% discount on materials. They couldn’t assist with labor since they already have two projects for the year.
Duane will work with Sue to set up an open account with either Lowes or Home Depot.
Duane also stated that Paul Hartmann is the chair for the Otsego County Planning Commission and the next project will be the Mixed Use that Elmira had worked on.
Diane F reminded Duane to contact Miss Dig before doing any excavating.
The Puroll family has access to two dump trucks and a loader to move the sand. Duane has asked if anyone knew of a place to dump the sand.
Diane P contacted Otsego County Land Use Services in regard to any issue involving Elmira Township. Sue will be sent a written notice and Duane will be sent an email. There will be 40 days to respond and if the township needs more time Sue will send a letter to Land Use Services. She will also contact Duane to make sure he was notified and also pass on the information to township board members.

Diane P made a motion to pay the bills. Seconded by Dale and carried.
TREASURER’S REPORT:
Diane P stated that she has settled with the County.
Diane P reported that the State Treasury Department called and asked that she fill out paperwork for a 2012 State PRE denial that occurred during the 2012 tax year. Since she was not notified by the state or the assessor of the denial in 2012 and didn’t have any documentation of the denial, she did not feel comfortable filling out the paperwork. She contacted the county treasurer and the assessor to fill out the needed paperwork. The issue has been resolved.
Diane continues to have problems with receiving the service charges back from First Merit Bank.

NEW BUSINESS:
Sue made a motion to appoint Doreen Ostrander, Heidi Mead and Peggy Hall as election inspectors for the May 6, 2014 Special Election. Seconded by Diane P and carried.
Diane P made a motion to pay for mileage, wages, meals and motel for Sue to attend QVF training in Lansing on May 22, 2014. Seconded by Diane F and carried.
Sue made a motion to pay Diane P’s five year certification fee of $125.00 as a Certified Professional Finance Administrator. Seconded by Dale and carried.
Sue made a motion to pay the registration fees for any board member or Elmira Planning Commission member to attend the upcoming MTA workshops and the District Meeting. Seconded by Diane P and carried.
There being no further business to come before the board Dale made a motion to adjourn. Seconded by Diane P and carried. Meeting adjourned at 7:18 p.m..
