ELMIRA TOWNSHIP
OTSEGO COUNTY
OCTOBER 9, 2014
A regular meeting of the Elmira Township board was held on October 9, 2014 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Dale Holzschu and Leonard Skop.
Resident, Dave Johannigsmeier was also in attendance.
Diane P made a motion to accept the minutes as presented. Seconded by Dale and carried unanimously.
ASSESSOR’S REPORT:
Diane F stated that she met with Debbie Dunham in regard to the amount of work she is doing as assistant to the assessor.
Diane presented a list of assessing duties for the assessor and her list as assistant.
They will present their own list of the duties they have performed in the past month to the township board at each monthly meeting.
PLANNING COMMISSION:
Dale submitted Jim Theisen’s letter of resignation as a PC member.
Sue will place an ad in the Herald Times advertising for applications for the Township Planning Commission.
Duane wrote a letter to the Otsego County Land Use Services outlining concerns with permit non-compliance at Boyne Valley Auction, Inc. and open burning on the property. He requested compliance enforcement with the permit conditions, and copies of correspondence from the Land Use Services to BVA, Inc.
The PC discussed the existing land use for an indoor archery range on the Cook property.
The land is zoned Recreation Residential. Duane moved to change Section 7.2.3 by removing the word non-profit. Section 7.2.3 would read: “Private recreational areas and facilities.”
The township board has no objections to amending Article 7 RR/RECREATION RESIDENTIAL, SECTION 7.2 PERMITTED USES SUBJECT TO SPECIAL CONDITIONS in the Otsego County Zoning Ordinance with the deletion of the word ‘nonprofit’ in 7.2.3.
The township board reviewed ARTICLE 17/SCHEDULE OF DIMENSIONS.
Elmira Township has no objections to amending ARTICLE 17/SCHEDULE OF DIMENSIONS zoning districts AR/AGRICULTURAL RESOURCE and FR/FOREST RECREATION to allow lesser setbacks for residential use per Zoning Administrator approval.

She will bring an updated Investment Policy to the November meeting.

OLD BUSINESS:
Leonard made a motion to enter into a five year planned equipment Maintenance Agreement with Bridgeway for the township hall generator. Seconded by Dale and carried unanimously.
NEW BUSINESS:
Sue made a motion to pay registration, motel, mileage, meal stipend and wages for any board member to attend the Michigan Township conference in January, 2015 in Grand Rapids. Seconded by Diane P and carried unanimously.
Diane F made a motion in the form of a resolution to adopt a Policy and Procedure for the Public Inspection and Copying of Public Records in Lieu of Customary Business Hours. Seconded by Diane P.

Sue made a motion to appoint Doreen Ostrander, Heidi Mead, Barb Fleming, Peggy Hall, Sandy Purgiel and Janelle Crawford to as election inspectors for the November 4, 2014 General Election. Seconded by Leonard and carried unanimously.
There being no further business to come before the board Sue made a motion to adjourn. Seconded by Leonard and carried. Meeting adjourned at 7:17 p.m..
