ELMIRA TOWNSHIP

DECEMBER 11, 2014

            A regular meeting of the Elmira Township Board was held on December 11, 2014 at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane F calling the meeting to order with the Pledge of Allegiance.

            Board members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Leonard Skop and Dale Holzschu.

            Others in attendance  were residents, Dave Johannigsmeier and John Ernst, Ken Bradstreet, Brian Warner and Joe Hughes of Wolverine Power.

            Ken Bradstreet gave a slide presentation and addressed  the proposed conditions of the Special Use Permit, Section V.  of the Supplemental Information to the Special Use Permit Narrative and Site Restoration Plan.

            Diane Purgiel commented she was concerned about the 4 strand, wire fence around the perimeter.  Snowmobilers may not see it.  Brian Warner and Joe Hughes of Wolverine Power stated that the fence would be changed  to a woven wire fence.

            Diane Purgiel moved that the Elmira Township Board of Trustees recommend approval of Wolverine Power Cooperative’s Special Use Permit Application (Case #PSUP-14-004) subject to the proposed conditions listed in Section V. of the Supplemental Information to the Special Use Permit Narrative and Site Restoration Plan dated December 4, 2014.  In addition to Elmira Township Planning Commission’s conditions, which have been amended by the township board (item 4, The permittee may), Elmira Township Board would like a four foot, woven wire fence around the property perimeter instead of the four-strand smooth wire fence.  Seconded by Leonard Skop.

ABSENT:  None

            Brian Warner stated that he would like to attend a board meeting in two or 3 months and update the board on the progress of the Wolverine Project and if there any questions do not hesitate to contact Ken Bradstreet.

            The Otsego County Planning Commission will address the Wolverine Special Use Permit Application on Monday, December 15, 2014.

ASSESSOR REPORT:

            Diane F stated that she sent a letter to Kelli Sobel, Executive Director of the State Tax Commission addressing the findings of the 2014 AMAR audit and a plan to correct the deficiencies found.  Thus far, Diane has not received any comments or suggestions.

ORDINANCE OFFICER REPORT:

            Ron is currently working on a clean-up with Jaroneski property on M-32.

            He has spoken with Jim Zaremba on the property in Elmira.  Jim stated that he will try to keep the property neater looking.

            Leonard made a motion to pay the bills.  Seconded by Dale and carried unanimously.

TREASURER’S REPORT:

            Diane P stated that she has had address issues.  A CD is coming due the end of December and she will be shopping for interest rates and may withdraw some money from the ICS account to invest.

OLD BUSINESS:

            Diane P reviewed an updated, amended Investment Policy with the board members.  She stated that she invests township funds conservatively.

            Dale made a motion to adopt the updated, amended Investment Policy.  Seconded by Leonard and approved unanimously.

NEW BUSINESS:

            Sue made a motion to appoint Heidi Mead as Deputy Clerk.  Seconded by Diane P and carried.

            Diane F made a motion to reappoint  Cindy Prusakiewicz, Rocky Wright and Ken Tomaski to the Elmira Township’s Board of Review for two years.  Seconded by Diane P and carried.

            There being no further business to come before the board Leonard made a motion to adjourn.  Seconded by Dale and carried.  Meeting adjourned at 6:45 p.m..
