ELMIRA TOWNSHIP
COUNTY OF OTSEGO
FEBRUARY 12, 2015
A regular meeting of the Elmira Township board was held on February 12, 2015 at the Elmira Township hall commencing at 6:10 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Supervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Leonard Skop and Dale Holzschu.
Others in attendance were Assessor, Debbie Dunham and Ken Bradstreet.
Diane P made a motion to accept the minutes as presented. Seconded by Dale and carried unanimously.
Ken Bradstreet gave an update on the progress of the Wolverine Project. They will start clearing the trees in the spring and will start construction in early summer when they expect to get the Air Quality permit. The turbines are expected in early December. A conservative cost of 150 million for the whole project is being anticipated at this time.
ASSESSOR’S REPORT:
Debbie stated that she had completed form L-4018(equalization study) and turned the new roll into County Equalization on February 11, 2015. Ag is down, Commercial is even and Residential has come up a little.
She submitted a revised Assessor’s contract to the township board asking for $300.00 more per month starting February 1, 2015 to August 31, 2016.
Leonard made a motion to table Debbie Dunham’s request for an additional $300.00 more per month. Seconded by Dale and carried unanimously.
PLANNING COMMISSION REPORT:
Leonard reported that there will be no PC meeting in February but the next meeting will be held on March 24th.
Gloria does not want to take the minutes any longer. She attended a seminar on writing grants.
The PC is looking at trails from Elmira to Gaylord and refreshing the relationship with Otsego County. The budget remains the same as 2014.
The township board discussed the role of Paul Hartmann on the PC. His role is advisory only but it is not written in the by-laws. Diane P and Sue will look at the PC By-Laws and they will need to be amended if there is no clause that states that intention. He is the appointed Elmira Township member on the Otsego County Planning Commission.
FIRE AUTHORITY REPORT:
Diane F stated that the new rescue truck was put into service on January 13, 2015. The total cost is $67,000.00.

Leonard made a motion to pay the bills. Seconded by Diane P and carried unanimously.

Diane P reported that there are a large amount of taxes being paid at the bank.
Sue made a motion to pay Diane P’s registration, motel, mileage, wages and meals for the MMTA’s Advanced Institute held on April 29-May 1, 2015 in Mt. Pleasant. Seconded by Dale and carried unanimously.
NEW BUSINESS:
The board reviewed the budget for 2015-2016.
Leonard made a motion to install a street light at Mt Jack and C-42. Seconded by Dale and carried unanimously.
Sue stated that she will send a certified letter with return receipt requested to Waste Management giving a written notice of termination to cancel services with Waste Management under the condition of our service agreement at 2035 Mt Jack Rd. End of Service is 7-13-2016.
Diane F stated she requested MTA a cancellation of registration and refund for the 2015 BOR training for Cynthia Prusakiewicz due to medical reasons.
The board reviewed the Straits Area Narcotics Enforcement Services Agreement for April 1, 2015 through March 31, 2016. The annual fee is $1,000.00.
The board will continue to contract with SANE for a fee of $1,000.00 due by May 1, 2015.
There being no further business to come before the board Leonard made a motion to adjourn. Seconded by Dale and carried unanimously. Meeting adjourned at 7:20 p.m..
