ELMIRA TOWNSHIP

JUNE 11, 2015
A regular meeting of the Elmira Township board was held on June 11, 2015
at the Elmira Township hall commencing at 6:00 p.m. with Supervisor, Diane Franckowiak calling the meeting to order with the Pledge of Allegiance.
Members present were Suvervisor, Diane Franckowiak, Clerk, Susan Schaedig, Treasurer, Diane Purgiel and Trustees, Leonard Skop and Dale Holzschu.
Others in attendance were Ordinance Officer, Ron Geiger and Ken Bradstreet, representative for Wolverine Power.
Leonard made a motion to accept the minutes as presented. Seconded by Dale and carried unanimously.
Ken Bradstreet, Wolverine Power representative, stated that the Alpine Power Project is on schedule. The general contract will be awarded the week of June 15, 2015. They will be using local contractors.
Wolverine also had the Hart property assessed and made them an offer, but they rejected it.
The switching station will be built in Hayes Township.
ORDINANCE OFFICER REPORT:
Ron stated that the Jaroneski property is pretty well cleaned up and should be done by the next meeting.
The owner is cleaning up the property on Trunk Lane. He will get lost titles and move the vehicles.

OLD BUSINESS:
Sue made a motion to adopt the Municipal Retirement Systems Non-Standardized Money Purchase Plan. Seconded by Leonard and carried unanimously.
Leonard made a motion to adopt the DTE Gas Company Franchise Ordinance #1 of 2015. Seconded by Diane Purgiel and carried unanimously.

The board will revue a new FOIA policy drafted by attorney, Brian Graham and take action at the next meeting in July.
PLANNING COMMISSION REPORT:
Leonard reported that Gloria contacted the State as a resident on the Zaremba issue. She had contacted Vern Schlaud first and was not satisfied with his answer.
Much of the meeting was spent reviewing the draft Multi Use Zoning ordinance.
NEW BUSINESS:
Diane P stated that Mark Johnson of the Gaylord Herald Times was contacted by a business owner in Elmira stating that the township had not revisited the banning of ATV’s in Elmira Township since 2009.
The board reviewed and discussed the issue again. A survey was conducted in 2013 and the residents did not want the atv’s at that time.
This issue will be monitored . No resident or business owner has attended any board meetings.
Several issues were cited for not allowing atvs on the shoulders in Elmira Township.
1) No connecting trails
2) Can’t be policed
3) Ruin roads-the township pays 75% for the cost of a road
4) Quality of life
5) Other townships that passed the issue regret having done so
6) The township board is representing the majority of the township residents
The board will hold the annual Clean Up Day on Saturday, September 19, 2015.
There being no further business to come before the board Leonard made a motion to adjourn. Seconded by Dale. Meeting adjourned at 7:25 p.m..
